Do we have to provide a new fence between us and our neighbor?
We have been asking the neighbor to pitch in and help us replace the fence between our properties. She has continually refused. Now the fence is literally falling down. We can not afford to replace the whole thing ourselves and besides why should we foot the whole bill and she get to reap the benefits? So, when the whole thing falls do we have to replace it? Or can we just remove the debris and leave it? Or can we put up some kind of temporary fencing, like chain link?

Very, very important. Also make sure that your display arrangement is accessible for replacing light bulbs if you go that route.
Finally, using village pieces that do not have the snow covered look, you can comfortably enjoy the appearance of your new water side village year round.
