Can we take down a boundary fence and not put up a new one?

The boundary fence between our neighbor’s house and ours is in bad shape. The fence is inside our property line. She has renters in the house right now and they are complaining to her about it. Neither she or we can afford to put up a new wood fence, in fact she is getting pretty ticked off at how demanding the renter is becoming. The renter thinks it’s "too ugly" and is threatening to withhold the rent if she doesn’t do something. She wants a brand new wood fence. Could we (after talking to the landlord) just take the fence down? Or put up a chainlink fence instead?
