What is the best way to approach my neighbours about a new fence?

I have purchased a block of land and one of the fences has fallen down with the high winds What is the best way to approach my neighbours to let them know we must get a new fence.

    have a word with them, if both of you have insurance let them sort it out, then again you both can go halves in repairing it , as per council regulations
